Scope Boundaries
We define categories narrowly enough to permit consistent criteria, but broadly enough to be useful. A category is "active" when we have published at least one report or have an announced benchmark in progress. "Planned" categories have passed gating tests but have no published output. "In Review" categories are under internal assessment.
